San Antonio, TEXAS.-The U.S. draft plan for Ukraine will be subject to review and amendments by Russia, Ukraine, the U.S., and Europe, said Russian presidential adviser YURI USHAKOV. Regarding the European plan for Ukraine, he added that Moscow considers it unconstructive.
